John Kie-chiang Oh
John Kie-chiang Oh is a professor of politics at Catholic University of America and the author of Korean Politics: The Quest for Democratization and Economic Development, from which the following viewpoint is excerpted. He argues that the Republic of (South) Korea has, after decades of autocratic and military rule, attained a level of “procedural” democracy in that its political leaders are chosen by popular election. However, despite the significant economic and political changes over the past half century, he asserts that South Korea has yet to create a stable two-party system or a secure foundation for a genuine democratic society. Economic turmoil, he argues, might wipe away past gains toward democratization.
