Laith Kubba
The following viewpoint by Iraqi political activist Laith Kubba was written a few months before the 2003 war that ended the regime of Saddam Hussein. In it he argues that the formation of a democratic government in Iraq will be a difficult but not impossible task and outlines a series of steps to follow in creating an interim government. He rejects the notion that Iraq needs a temporary dictator or strongman to maintain order in a post-Saddam Iraq. Instead, Kubba recommends the establishment of an interim government of three separate councils with well-defined powers and responsibilities, overseen by a three-member presidency. Power should be shared by Iraqi military officers and leading opposition groups. Kubba is a founding member of the Iraqi National Congress, an umbrella group of Iraqi exile organizations.
