About the Authors: John C. Danforth, a Republican, is a U.S. senator from Missouri. He is a member of several Senate committees, including the Select Committee on Intelligence. William Webster is former director of the Central Intelligence Agency.
Editor's Note: The following viewpoint is taken from a speech John C. Danforth delivered to the U.S. Senate on January 10, 1991. Danforth supported the Senate resolution authorizing President George Bush to use force to expel Iraq from Kuwait. During his speech, Danforth presented the testimony given by William Webster before a U.S. House of Representatives committee in December 1990. Webster concluded that sanctions would not force Iraq to withdraw from Kuwait.
