Ibelieve humanitarian intervention needs to be viewed in the context of the right to food. One of the key international provisions of the “Freedom from Want Act,” which I introduced in 1991, was a section which called for a Convention on the Right to Food. This section, which later was accepted as an amendment to the Foreign Aid Authorization bill, proposed an international Convention on the Right to Food as a tool to increase global respect for the right to food, especially among governments and armed opposition groups.
