Patrick Rooney argues that because workplace-based Medical Savings Accounts (MSAs) offer an alternative to expensive managed care plans, they are a viable solution to the problem of uninsured Americans. MSAs, he maintains, provide low-premium, high-deductible health insurance to cover employees’ catastrophic medical bills, and lets them use any other contribution their employer makes for health care as they choose.
