William Safire
In the following viewpoint, William Safire addresses the ambiguity of the wording of the Second Amendment: Americans are torn, he writes, over whether the amendment protects an individual’s right to gun ownership or only the right of states to form militias. He proposes a solution. It is possible to nullify or amend one amendment with another amendment. Thus Congress could propose an amendment that unequivocally gives Americans the right to gun ownership. It would need to be ratified by the states, and in the process Americans could decide, through their votes, whether Americans should have the right to bear arms or not.
