In mid-2003, Senator John Kerry, a candidate for the presidential nomination of the Democratic Party, sounded the theme of energy independence, arguing for greater reliance on domestic energy sources. "No foreign government can embargo clean, domestic, renewable sources of energy," he stated, "and no terrorist can seize control of them." 39 Kerry urged the development of wind and solar power. His message was that energy should come from domestic sources to the extent possible, but those sources should be environmentally attractive and renewable. Kerry's emphasis on domestic energy sources resonated with many citizens. Indeed, President George W. Bush had already sounded a similar theme in his 2003 State of the Union speech.
