Ibelieve that drug certification and our drug certification program [which denies U.S. aid to countries the president deems noncomplicit in the war on drugs] is based on the undoubted facts that the overwhelming majority of American people desire to combat the scourge of drugs, that they desire their government to do everything that is possible and feasible to keep drugs out of the country, off the streets, and that they desire to deal with it at every level that is possible and feasible.
