The Bureau of OES was established in 1974 under Section 9 of the Department of State Appropriations Act. It is the lead office in Department of State in the formulation of foreign policy in four areas: 1) International Science and Technology (S&T) Affairs; 2) Environmental, Health, Natural Resource Protection and Global Climate Change; 3) Nuclear Energy and Energy Technology Affairs; and 4) Oceans and Fisheries Affairs. Each area is headed by a Deputy Associate Secretary of State. A Bureau coordinator oversees the Office of World Population Affairs. OES provides support and guidance to U. S. Embassy science counselors and attaches in reporting and negotiations. It has responsibility for the International Fisheries Commissions, the Fisherman's Guarantee Fund and the U.S. Secretariat for the Man and the Biosphere Program. The bureau prepares an annual Presidential report (the title V Report) on international "Science, Technology and American Foreign Policy.
