Permutations are for lists (order matters) and combinations are for groups (order doesn’t matter). In this case, the order doesn't matter so it can be counted using combinations.

c(n,k)=n!/(n-k)!k!

n=25 k=1

c(25,1)=25!/(25!-1!)*1!

c(25,1)=25!/(24!*1!)

c(25,1)=25!/24!

25*24=600
