At the start of ww2 unemployment only dropped from 25% to 17% not very much,why? Why did FDR get reelected in 1940 if his New Deal wasnt doing much more than a dent?

Last week the unemployment rate dropped .1% and people where very happy. An 8% drop is huge. If the current unemployment rate dropped 8% unemployment would be less than a percent. In other words an 8% drop in unemployment is extremely large.
