Who is Wendi Charles from Into the Woods and what is their importance?

Wendi Charles is what we'd call a Navy brat. Because of her father's occupation (Naval captain and fighter pilot), the family is often forced to relocate. Wendi says that the constant moving promotes promiscuity in young women because they aren't forced to be concerned about their reputations. She is described as popular, insensitive, and catty.
