Who is Tutu from What Have You Lost? and what is their importance?

Tutu is described as an elderly woman standing on the corner. She looks nice...... her grey hair is pinned up and accented by a red hibiscus placed directly over her right ear. She is dressed in a blue Hawaiian-print muumuu, and after the bus appears...... she disappears from sight.
