Who is The Young Maiden's Father from Spinners and what is their importance?

The young maiden's father is a widow who wants what is best for his daughter. When the tailor proposes to marry his daughter, the maiden's father refuses to allow him to marry her in favor of allowing the miller to marry her. The tailor tries to prove himself worthy of the maiden by making her a gold dress, but the resulting deformity of his leg turns off the father as much as the daughter.
