Teddy Maynard is the elderly head of the CIA. Teddy has possession of many powerful secrets that have secured his position for many years, through the administrations of four presidents, each of which swore to rid the country of the likes of Teddy Maynard. When President Morgan is badly defeated in his bid for a second term and he is hours from leaving office, Maynard visits him with the details of a scheme. Maynard wants Morgan to pardon the broker, Joel Backman. Maynard hopes to leak Backman's location to multiple countries who the CIA suspects were the owners of nine military satellites clients of Backman stole. Maynard hopes the identity of Backman's killer will reveal the true owners and answer questions Backman himself has refused to answer. However, Maynard is removed from office by the new president and does not learn the truth about the satellites.
