Who is Tchartkoff from The Mysterious Portrait from The Diary of a Madman, the Government Inspector, and Selected Stories and what is their importance?

Tchartkoff appears in the story, The Mysterious Portrait. As an artist, he believes that art should be pure and never commercialized. He also disdains the local picture shops that promote copies and artists without great talent.

Unfortunately, Tchartkoff doesn't have a lot of money and struggles day to day. He later purchases a strange portrait from a picture shop and is surprised when the portrait haunts him and leaves him dreaming of money. The following day, Tchartkoff finds a large amount of money hidden in the portrait, and rather than use the money to develop his talent, he squanders it and begins creating commercial portraits to pay off his debts. In the end, he dies of envy after realizing what he has done.
