Who is Officer Happy from The Graduation of Jake Moon and what is their importance?

Officer Happy is the police officer who takes Jake out in his car to help look for Skelly. He gives himself the nickname when Jake questions his commitment to the search. Officer Happy, as Jake comes to realize, negates his assumption that people don't really care, especially since the officer stays on well past the time his shift is over in order to help.
