Who is Mr. Woodmoore from Taft and what is their importance?

Marion and Ruth's father, Mr. Woodmoore, is young Franklin's namesake. John often has dinner in the Woodmoore home, an event to which he always bring a pack of cigarettes for the fun of watching Mr. Woodmoore steal some.
