Who is Mr. Scully from One-Eyed Cat and what is their importance?

Mr. Scully is an elderly man, who lives near the Wallis family. He hires Ned to help him with chores around the house. Regardless of the help, however, Mr. Scully most appreciates Ned's company. Over the course of the novel, Mr. Scully dies of a stroke.
