The CIA department head who sees Mrs. Pollifax and hires her to be the courier to Mexico City. Mr. Carstairs believes that Mrs. Pollifax is probably dead a short time after her abduction and begins to make arrangements for a situation that will seem she died accidentally, probably at sea. He is surprised when she returns and that Farrell gives her credit for much of the success of the escape.
