Moammar Khadafy is the military dictator of Libya and orchestrator of several terrorist attacks on airplanes. Khadafy instigates numerous fights with President Ronald Reagan. When Reagan threatens to respond with military force, Khadafy threatens to recruit an army of suicide terrorists to attack the United States. Thompson believes that Reagan's decision to send United States Marines into Lebanon and then pull them out after hundreds are killed in a bomb attack has left the United States with no credibility in the world, which is why Khadafy is able to threaten the United States. Reagan eventually orders a bomb attack on Libya and Khadafy himself, but Khadafy survives.
