Who is Louis N. Harger from Trouble Is My Business and what is their importance?

Louis N. Harger owned a gambling establishment until he was forced to close it because of a shortage of money to pay the taxes. After figuring out a way to recover some of his losses, he goes to the casino using one of his old roulette wheels - a wheel he knows well, and can beat. He wins over twenty-thousand dollars but is found dead the next morning..... his plan was more costly than beneficial.
