Who is Lou Harger from Trouble Is My Business and what is their importance?

Lou is a described as a good looking young man with dark hair and a clear, olive complexion. Forced to close his gambling establishment because he was unable to cover the 'tax' money, Lou makes a plan to regain some of the moneyy familiar with, Lou plans to play, and take Canales for as much as he can. Although his plan goes off without a hitch, Lou will never be able to spend his winning, as he is found murdered the next morning.
