Who is Jim Magee from Shaking the Nickel Bush and what is their importance?

Jim Magee is a conductor. He allows Ralph to ride for free on one of his freight trains. When Ralph makes money, he decides that he'd like to pay Jim back for all the things he's done. Thus, Ralph buys a box of cigars for Jim and convinces him that he won it during a card game.
