Who is Jim Magee from Shaking the Nickel Bush and what is their importance?

Jim Magee is a conductor, who allows Ralph to ride for free on one of the freight train. When Ralph makes some money, he decides he to pay Jim back for all of his kindnesses. Thus, he buys him a box of cigars and convinces him it is a box that he won during a card game.
