Senator Jacy Hubbard returned to Washington at the end of his career in the Senate to work for Backman's law firm. When Joel Backman took on the Pakistanis' case, Hubbard was asked to learn all he could about the nine satellites that were discovered. Hubbard came to Backman with paperwork given to him by an informant in the Pentagon, and soon after, Backman and his partners were indicted on charges including treason and illegal possession of military documents. While Backman was preparing for trial, Hubbard was found dead at his brother's grave. Hubbard's death prompted Backman to plead guilty in exchange for all charges being dropped against his son and partners.
