Jacy Hubbard was a long-time member of the Senate who returned to Washington when his career finally ended in order to work with Backman's law firm. When Joel Backman took on the Pakistanis' case, he asked Hubbard to learn all he could about the nine satellites the Pakistanis found. Hubbard came to Backman with paperwork given to him by an informant in the Pentagon. Soon after this, Backman and his partners were indicted on multiple charges that included treason and illegal possession of military documents. As Backman was preparing for trial, Hubbard was found dead at the grave of his brother. This death prompted Backman to plead guilty in exchange for all charges being dropped against his son and partners.
