Who is Headman from An Evening in May from The Diary of a Madman, the Government Inspector, and Selected Stories and what is their importance?

The headman works for the government and is assigned the duty of makiing sure assuring that rules are followed and crime is kept under control. In America, we might compare him to a mayor. The headman's claim to fame came when he was chosen to escort Czarina Catherine. Unfortunately, a lot of time has passed and no one really cares.

The headman is unmarried and lives with his lover, who he passes off as a relative. He also has a reputation for propositioning the girls in the village. Thus, the villagers are none to happy with him.
