Harpo Scruggs is Harpo Delahoussey's nephew. He is described as a violent and vindictive man, who intends to kill Cool Breeze Broussard. Scruggs is a tall man, who serves as a part-time contract killer for the Giacono crime family. He often wears "a smoke-colored Stetson" cowboy hat and chews Red Man tobacco.

It is believed that Scruggs served as a confidential federal informant at the time of Jack Flynn's murder. He is also one of the men who murdered Flynn, along with Archer Terrebonne and at least two other men.
