Who is Hannibal from The Ghosts of Cannae: Hannibal and the Darkest Hour of the Roman Republic and what is their importance?

Hannibal, or "he who enjoys Baal's favor," was a brilliant tactician. He grew up in Carthage before moving to Spain with his father. Before they left, however, Hannibal swore to destroy Rome. As an adult, he led troops over the Alps into Italy. His enemies called him ruthless and barbaric. Hannibal defeated the Roman army during a battle at Cannae, where he utilized impressive fighting strategies to confuse the enemy.
