Hamilton Avery is in charge of the North American Peace Authority, which is located in California. He heads the Authority with decisiveness and claims his only failure has been his inability to capture Paul Hoehler. Avery, obsessed with Paul's capture, comes up with the idea of Renaissance, a series of nuclear bombs to wipe out the area around the Authority enclave. Della Lu stops him moments before he sets them off.
