Who is Grandma Zelda from The Murderer's Daughters and what is their importance?

Grandma Zelda is Merry and Lulu's grandmother on their father's side. She initially takes custody of the girls but health problems prevent her from taking physical custody. Because of this, the girls end up in an orphanage when their Aunt Cilla refuses to care for them.
