Fleming Pickering is a special envoy to Secretary of the Navy Frank Knox. He is the owner of the Pacific and Far East Shipping Company and one of the few men who was knowledgeable about the Pacific before the war. His primary task for Knox is to gather and analyze information about the Pacific area. He works closely with General Douglas MacArthur and travels frequently around the Pacific. In his forties, he is a brigadier general in the Marines. He is married to Patrica, heir to a hotel fortune. They have one son, Malcolm, who is a pilot in the Pacific. Pickering has homes in various places, including Oahu, where he holds meetings. He uses Dillon's photos for Banning's report to Secreary Knox.
