Who is Dwight from Still Missing and what is their importance?

Dwight is Lorraine's stepbrother. Annie learns very little about Dwight while she's growing up because her mother refuses to talk about him or visit him in prison. It isn't until after Annie's abduction that she finds out her mother had an affair with Dwight both before and after her birth.
