Della Lu is an agent for the Peace Authority. She is assigned the task of finding Paul Naismith after the Authority learns he has the ability to create bobbles. Della takes on the role of a submissive woman in the Red Arrow camp, where she attempts to locate Paul. Ultimately, Della realizes that the Authority's plan is unacceptable and attacks the man trying to set off nuclear bombs.
