Who is Colonel Usenetok from Say You're One of Them and what is their importance?

Colonel Usenetok is the crazed soldier that boards the Luxurious Bus. He boards the bus with his dog, Nduese, and although he is met with much hostility aboard the bus, he manages to keep his seat. By the end of the story, Colonel Usenetok thinks Jubril lost his hand in one of the Civil Wars and jumps to defend him. His fellow passengers reward his actions by slitting his throat.
