Colonel Montesinos is the governor of San Pedro Prison. He and Thomas develop a friendly relationship, based on largely on bribes Thomas pays to him, and the governor even visits Thomas in his cell. Once, he brings two women and a bottle of whisky with him, and demands that Thomas buy cocaine from other inmates, which he does. When Thomas is moved to solitary confinement, Colonel Monesinos claims he does not have the power to release him, although two months later, he does sign the order to move Thomas back to his room.
