Charles Darke is an official at Gott's publishing house. He has been assigned the task of convincing Stephen to allow his first book, "Lemonade," to be published as a children's book. Charles eventually writes the book that is adopted as the government's official stand on child care and later retires from public life. His death in the woods, is seemingly a death by choice.
