Carl Pratt was one of Backman's partners. He was indicted in the same mess that surrounded Backman's downfall, but he escaped prosecution when Backman plead guilty. Pratt now runs Backman's law practice, and when learns that Backman has been pardoned, he is afraid that Backman will return to Washington. When Backman returns, he does seek out Pratt, but only to help him pass in the disks containing the Pakistanis' computer program to the Pentagon.
