Carl Pratt was one of Backman's partners. Pratt was also indicted in the mess that surrounded Backman's downfall, but escaped prosecution when Backman plead guilty. Pratt now runs what is left of Backman's law practice. When Pratt learns that Backman has been pardoned, he becomes frightened that Backman will return to Washington and cause trouble for the fledgling law firm. Backman does come back and seek out Pratt, but only in help giving the disks containing the Pakistanis' computer program that controls the nine satellites to the Pentagon. Pratt is reluctant to help, but does set up a meeting for Backman before once again washing his hands of the entire situation.
