Who is Bill Brandon from Presumption of Guilt and what is their importance?

Bill Brandon from Presumption of Guilt, runs a children's home, but he is really using the children to commit crimes. He has the kids break into places and steal things. Bill works with Nick's boss, Sheila and her husband. He attempts to kill Beth numerous times but fails. He does manage to kill Marlene, his sister, when she confesses to Beth what Bill has been doing .
