Baby Doc Duvalier is the dictator of Haiti until he is overthrown in February, 1986. Duvalier flees Haiti for France, leaving the country in complete chaos. Thompson plans to go to Haiti with his friend Gene Skinner to report on the situation, but they are unable to go because Duvalier's personal army the Tonton Macoute kills all of Skinner's contacts. Thompson writes several times that there should be some isolated island where deposed dictators like Duvalier go to swap stories of massive oppression.
