What view of marriage does the short story present? Does it only represent attitudes toward marriage in the nineteenth century, or could it equally apply to attitudes about marriage today?

First of all, almost anything written by Kate Chopin is anti-establishment...in particular any establishment constructed and ruled by men. So, given that, the short story Of an Hour presents marriage as a form of legalized prostitution, and that women mean as much to their mates as their other forms of property. This is, of course, really unfair in the scheme of things, since in modern times men have come much further than they were able to in Victorian times. Men now help out, in comparison to the 1800's, a lot more than they did.
