What does the author mean by "Shoeless Joe became a symbol of the tyranny of the powerful over the powerless"?

Shoeless Joe who was banished from the game of baseball for taking part in gambling, is, the author states, a victim and an example of the power that those with money and status have over others. Baseball players did not make a lot of money back in the early days of the sport. With the kind of money that these gamblers were offering Joe to 'throw' the World Series, with his career in the hands of other people (he couldn't even negotiate his own contract), he felt as if he had no choice but to do as they were asking. While, to this day, they still can't prove that Joe actually threw the game, the legend of his work both on and off the field has become legend.
