The monk from the canterbury tales wears sleeves that are garnished at the hand Why does it seem strange for a monastic habit?

The Monk is wearing fine clothing with much attention to detail and quality. This is in stark contrast to a monk's vow of poverty, of relating to the common man. The monastic habit of the typical monk was assumed to be one of humility, poverty, and chastity ( a life dedicated to spiritual matters, not worldly ones). Obviously, this monk is not living according to the rules.
