In the Phantom Tollbooth, Act 2, why does the Mathmagician call his pencil a magic staff?

I believe he calls it his magic staff because with a pencil..... you can do anything.

"True enough," agreed the Mathemagician; "but once you learn to use it, there's no end to what you can do."
