Chapter Thirteen details the conferences that the inspectors at Scotland Yard are having about the ABC case. They are deciding whether or not the letters should be given to the press. If they do give it to the press, then they can prepare the next city for a potential murder and if they do not, then they hold all the cards and might be able to better solve the case.
