Why is the genocide in Rwanda a serious failure for the international community after the end of the cold war?

The international community failed to act in response to genocide in Rwanda.... a serious failure to the Rwandans, as well as the rest of the world. The inaction is blamed by many on the community's inaccurate view of African conflicts. It is also seen as a failure of the United Nations, their bureaucratic nature, and their inaction.... their failure to react and keep the peace, and their open refusal to engage in an additional Peace Operation in Africa.
