Y2K is a play, stage directions provide the imagery for readers.

His hair is neon blue ; his shoes, suede and electric green. He wears black leather pants and leather coat, ala Mel Gibson in Road Warrior. Under his jacket is a T-shirt that says “Nemesis.”
