Who is William Stryker from the motion picture, X2?

Colonel William Stryker is a vocal and powerful anti-mutant activist who has a good deal of influence with the president. He is rumored to have performed experiments on mutants during his military career. Stryker reveals himself as the creator of both Wolverine and Lady Deathstrike. With the help of a mind-controlling drug he has injected into a mutant (Kurt), he is able to stage an attack on the president, thereby receiving permission to attack the X-Mansion and begin his plot to destroy all mutants.
